По данным ЦИК, в стране зарегистрировано **4 млн 287 тысяч избирателей**. Республика разделена на **30 многомандатных округов**, в каждом из которых в среднем насчитывается **143 тысячи избирателей**. Закон допускает отклонение от этого показателя на ±20%, что позволяет учитывать географические и административные особенности регионов. Перед утверждением схемы и границ округов проводились обсуждения с представителями президента в областях, мэрами Бишкека и Оша, а также с рабочей группой ЦИК.
