**President Sadyr Japarov has instructed the Cabinet of Ministers to consider banning the production and import of energy drinks in Kyrgyzstan within a month. The head of state gave six months to adopt the respective regulatory measures. According to preliminary estimates, such a ban could cost the budget approximately 1.5 billion som in tax revenue. The president announced this on his Facebook page.**

In his [address](https://www.facebook.com/japarov.sadyr) to citizens, Japarov noted that he received numerous appeals asking to restrict the circulation of energy drinks. Following this, he instructed specialized divisions of the presidential administration to study the situation.

#### **How many energy drinks are consumed in Kyrgyzstan**

According to the data provided by the president, domestic consumption of energy drinks reached **54.199 million liters** in 2025, which corresponds to approximately **129 million cans**.

> In the first half of 2026, citizens of Kyrgyzstan already consumed **36.083 million liters**, or about **85.9 million cans**.

In 2025, the volume of production and supply of energy drinks was distributed as follows:

- **25.263 million liters** were produced in Kyrgyzstan;
- **28.43 million liters** were imported from EAEU member states;
- **1.239 million liters** were imported from third countries.

> At the same time, tax and customs revenues from the industry amounted to **1.104 billion som** in 2025, and **996.71 million som** for the first six months of 2026.

#### **Why the president proposes banning energy drinks**

Japarov linked the need for restrictions to risks to public health, primarily among youth and adolescents.

According to him, medical specialists warn about the consequences of excessive consumption of energy drinks, including risks to the cardiovascular system and metabolism.

The head of state also expressed concern that regular consumption of such drinks can turn into a persistent habit.

> *“I believe the time has come not just to fight the consequences of diseases, but to think about their prevention and take comprehensive, prompt measures,” the president stated.*

As international examples, he cited restrictions on the sale of energy drinks to minors in Poland, Lithuania, and Latvia, as well as the ban currently in effect in Kazakhstan on their sale to persons under 21 years of age.

#### **Budget may fall short by 1.5 billion som**

According to the president's preliminary estimate, banning the production and import of energy drinks could lead to a reduction in tax revenues by approximately **1.5 billion som**.

However, the head of state believes that economic losses should not become an obstacle to protecting public health.

> *“For the sake of the health of all people, we must give up 1.5 billion som and take decisive steps,” Japarov emphasized.*

> In this regard, the president instructed the Cabinet of Ministers **to consider the issue of banning the production and import of energy drinks within one month**, and **to adopt the respective regulatory measures within six months** under current legislation.

#### **What restrictions are already in effect**

Advertising of energy drinks has been [banned](https://economist.kg/novosti/2023/07/12/v-kyrghyzstanie-zaprietili-rieklamu-enierghietikov/) in Kyrgyzstan since July 2023\. President Sadyr Japarov signed the respective amendments to the law "On Advertising".

> In December of the same year, the specialized committee of the Jogorku Kenesh [approved](https://economist.kg/novosti/2023/12/04/komitiet-zhk-odobril-zapriet-na-vvoz-i-proizvodstvo-enierghietichieskikh-napitkov-v-kyrghyzstanie/) in the first reading bills banning the production, import, and sale of energy drinks. However, a total ban was not introduced at that time.

In October 2026, the Jogorku Kenesh [created](https://economist.kg/vlast/2026/10/08/zhk-komissiya-energetiki/) a temporary parliamentary commission to study the circulation of energy drinks among minors and youth. It was instructed to assess the quality and safety of such products, as well as the effectiveness of current state regulation.
