**The National Bank of Kyrgyzstan has submitted for public discussion a draft of amendments to the rules of the Real-Time Gross Settlement System (RTGSS). The regulator proposes expanding the list of specialized participants in the system by including the digital som platform and operators of other payment systems. At the same time, additional information security requirements will be established for participants.**

According to the draft, the status of specialized participants can be granted to the automated systems of the National Bank itself:

- Automated trading system;
- Batch clearing system for retail and regular payments;
- Digital som platform.

In addition, it is proposed to include **operators of related systems**: settlement systems using bank payment cards, interaction operators, and the operator of the Fast Payment System.

Specialized participants will not need to open a correspondent or current account with the National Bank. They will be able to connect directly to the RTGSS to interact with the system and conduct final settlements **using the accounts of direct participants**.

> The draft also clarifies the status of direct participants and sub-participants. In particular, instead of the general concept of an "account," the regulator proposes using a more precise formulation — **"correspondent (current) account"** with the National Bank.

Separate changes concern the requirements for RTGSS participants. They are proposed to be supplemented by the mandatory **compliance with information security requirements**.

The National Bank explains the need for the amendments by the reduction of financial and operational risks, as well as bringing regulatory acts into compliance with the **Digital Code** adopted in 2025.

> The draft amendments to the RTGSS rules are undergoing public discussion. If adopted, the resolution will enter into force **15 days after official publication**.

Earlier, **Economist.kg** [reported](https://economist.kg/banki/2026/11/05/nbkr-kartochnye-operaciy-paketnyy-kliring/) that the regulator proposed excluding card operations from the batch clearing system. Settlements for such operations of the Interbank Processing Center have already been transferred to the RTGSS to speed up final settlements and reduce the risks of payment failures.
