**Former Chairman of the Cabinet of Ministers Akylbek Japarov stated that he does not understand the authorities' decision to abolish the Ministry of Digital Development. He made this remark on November 6 while answering questions from participants of FinConference 2026 in Bishkek.**

According to him, he currently sees no state body that could **be responsible for IT policy** and the regulation of the country's information systems.

> *"I promised that I would not meddle in politics, but I do not understand why the state liquidated the Ministry of Digital Development. I do not yet see this body that could regulate this sphere today," Japarov said.*

The former head of the cabinet noted that the lack, in his view, of a single center of responsibility is especially noticeable when problems arise with **cybersecurity** and data access.

> As an example, he spoke about a company that lost access to its data. Its representatives turned to various state agencies but did not receive the necessary assistance. Later it turned out that access to the system was granted to an accountant who worked remotely during maternity leave.

Japarov emphasized the need to strengthen cyber defense both at the state level and in the banking sector. He urged the **National Bank and commercial banks** to work together on the security of digital infrastructure.

> *"If the state lags behind now, we could face very regrettable consequences," the former head of the cabinet warned.*

According to Japarov, malicious actors are becoming more prepared and are actively using **artificial intelligence**, which allows them to act faster and creates additional threats to information systems.

Recall that on April 29, 2026, President Sadyr Japarov signed a decree on the reorganization of the Ministry of Digital Development by merging it with the Presidential Affairs Administration.
